Don't get hung up on whether something should be an action item or a project - you can always change your mind.

Click the title of an item, from anywhere in ResultMaps, to open the detail view.

Then, click the cog icon, and hover over organize. Click -> project dashboard.

A pop-up will prompt you to specify which team the project belongs to and the result it supports. Once you click finish, the item will be in your project dashboard.
